Robert M. Meissner

Bob Meissner is the founder of Capitol Resources Washington Representation. His Washington experience spans over 25 years, including work for the government and in the private sector. He has served as counsel and strategic advisor to Presidential and Senior Executive level appointees, as well as Members of Congress and senior staff. Bob has also worked for and with the corporate management of large, mid-size, and start-up technology companies in advancing their interests and programs within the federal government. 

Bob's legislative experience began in 1985, when he was selected to be a Senate Liaison Officer for the Secretary of the Navy. Later, he served as the Director of House Affairs and Director of Senate Affairs in the Office of the Secretary of Defense. He is the only individual to have served in both of those positions.  From 1990 to 1993, Bob served as the Executive Director of the President's General Advisory Committee on Arms Control and Disarmament, one of only two statutory presidential advisory committees, where he was the key advisor to fifteen Presidential appointees.

During his Washington assignments under five Secretaries of Defense in three different Administrations, Bob provided sensitive legislative assessments and strategies to the Director of Defense Research and Engineering, the Defense Advanced Research Projects Agency, and the Under Secretary of Defense for Acquisition. He was the first active duty naval officer to receive a LEGIS Congressional Fellowship and served as National Security Advisor and Defense Legislative Assistant to Senator Phil Gramm (R-TX).

From 1995 to 1998, Bob was the Corporate Director of Government Relations for Litton Industries, a $5 Billion Fortune 400 Company. At Litton, Bob served as a principal congressional representative for the corporate leadership and 25 independent operating divisions. Responsible for the organizational restructuring and revitalization of the company's 45 person Washington Office, Bob's efforts resulted in over $1.5 Billion in additional corporate-wide business.

Prior to creating Capitol Resources, Bob was Vice President for Advanced Technology and Defense Programs for a small Washington, DC and Florida based consulting firm. There he helped to lead the firm's expansion to over 15 defense and medical technology clients. He obtained congressional funding for programs in laser communications; electronic warfare systems; hyperspectral sensors for medical, environmental, and military surveillance applications; mobile electric power; and advanced emergency medical sensors, technologies, and devices.  

Today, Bob is active in both the national security and corporate arenas. He is a member of the Board of Visitors for Business and Government Affairs for The Fund for American Studies (Robert Meissner's TFAS profile), and a member of the Board of Directors of the U.S. Navy League's National Capitol Council. He is a member and former Chairman of the National Defense Industrial Association's (NDIA) Legislative Information Committee.  Bob is also a member of the American League of Lobbyists. 

A graduate of the Senior Officials in National Security Executive Program, at Harvard's Kennedy School, Bob holds a Master of Arts in Government (with distinction) from Georgetown University, and a Bachelor of Science in Engineering and International Security Affairs from the U.S. Naval Academy.


John B. Greene

John Greene is an independent consultant who works on federal funding and policy issues in the sphere of national security.  His current focus is on the research, development, and procurement of advanced technologies.  John earned his Bachelor of Arts degree in International Affairs with a concentration in Conflict and Security from The Elliott School of International Affairs at The George Washington University. He spent a semester in Freiburg, Germany studying the European Union with a focus on the European Union’s Common Foreign and Security Policy.  He is proficient in German.

Donald Massey

Don Massey’s Washington career spans 35 years in the legislative and executive branches of government. On Capitol Hill, Don served as Chief Counsel of the Senate Appropriations Committee, Deputy Senate Sergeant at Arms, Special Counsel of the Joint Congressional Committee on Inaugural Ceremonies, and Republican Counsel of the Committee on Rules and Administration.

While at the Central Intelligence Agency, he served as Assistant Legislative Counsel and chief liaison with all Senate members and committees. In the private sector, Don has worked with large and small companies and research institutions on funding and policy issues in national defense, medical research and procurement, agriculture, foreign affairs, and environmental policy. 

Don currently is an independent consultant representing Nintendo, Electronic Arts, HemCon Medical Technologies, and several other small technology firms. 

Donna Mullins

Donna Mullins is a Partner and Vice President at Winning Strategies Washington (WSW), a New Jersey-based government affairs firm that provides federal and state government relations services. She represents a broad range of New Jersey clients with research, education, medical, energy, environment, military, and business-related interests. Prior to joining WSW, Donna spent 17 years working on Capitol Hill as Chief of Staff to a senior member of the House Appropriations Committee, and Chief of Staff, Legislative Director, and Appropriations Staff Associate with another U.S. Representative. She has extensive knowledge of the annual federal budget and appropriations processes, and has additional policy experience in health care, higher education, defense, trade, and commerce issues. 

Jared N. Page

Jared Page is an independent consultant who works on federal funding and policy issues related to national defense and advanced technology, specifically in the areas of research and development and procurement. Using his knowledge of the annual authorizations and appropriations processes, he works with clients to define legislative and funding goals, and then develop and execute strategy to achieve their specific objectives. 

Jared spent more than three years as a Legislative Assistant and Press Secretary for former U.S. Representatives Nick Smith (R-MI) and Joe Schwarz (R-MI), where he worked primarily on science, energy, and environment issues. He earned a Bachelor of Arts degree in political science from the University of Michigan and a Master of Public Policy degree from the University of Michigan’s Gerald R. Ford School of Public Policy.

Bill Wight

Bill Wight is a Capitol Resources associate and offers a broad range of experience and expertise in electro-optical systems and night vision devices, as well as overall defense acquisition policy management. Bill is recognized as one of the premier liaisons between industry and the active Army, National Guard, and Reserve on many defense programs and issues. Mr. Wight previously served as a Senior Assistant to former Senator John Warner (R-VA), a past Chairman of the Senate Armed Services Committee.
